Following the approval of the new Paris MoU Training Policy—effective from 1 January 2025—the Member State On-Site Training initiative was launched to enhance knowledge and procedural harmonization among Port State Control Officers (PSCOs) within the Paris MoU framework.
Recent training sessions have indicated that procedural consistency and interpretation among PSCOs can vary between member states. The Member State On-Site Training seeks to address these challenges by delivering in-house, cost-effective sessions at member authorities, enabling a greater number of PSCOs to participate simultaneously.
The training, to be conducted in Constanța (Romania) on 2–4 December 2025, will last approximately 2.5 days and will focus on Paris MoU procedures, taking into account specific national characteristics. Core topics will include:
-
The Paris MoU Code of Good Practice
-
ISM inspections and operational control
-
Handling accidental damage and suspension of inspection
-
Future procedural requirements and harmonization issues
-
Updates on Paris MoU developments
The training will be delivered by representatives of the Paris MoU Secretariat and aims to promote uniform implementation, consistency, and communication among Port State Control Officers.
