IMO’s main role is to create a regulatory framework for the shipping industry that is fair and effective, universally implemented, and that promotes safe, secure, environmentally sound, efficient and sustainable shipping. However, the benefits from such a regulatory framework can only be fully achieved when all Member States carry out their obligations as required by the instruments to which they are Parties. Member States have the primary responsibility to establish and maintain an adequate and effective system to discharge their obligations as flag, port and/or coastal States emanating from applicable international law. IMO can assist Member States to improve their capabilities and overall performance in order for them to fully comply with the IMO instruments to which they are Parties.

During the period of 26th June - 7th July 2023, the Romanian Naval Authority will be hosting the regional Train-the-trainers course for SAR (Search and Rescue) Mission Coordinators. This course is being organized by the International Maritime Organization as part of its technical cooperation program for the Eastern European region. The course is designed for officers from MRCCs (Maritime Rescue Coordination Centers) who are responsible for coordinating search and rescue operations on the sea. Participants from Bulgaria, Georgia, Romania, Turkey, and Ukraine will attend the course.

The Black Sea MOU on Port State Control is a system of harmonized inspection procedures designed to target sub-standards ships with the main objective being their eventual elimination. In 2000 the Black Sea Memorandum of Understanding on Port State Control was signed by 6 Black Sea countries with the common understanding of main principles for PSC.

Port State Control (PSC) is the inspection of foreign ships in national ports to verify that the condition of the ship and its equipment comply with the requirements of international regulations and that the ship is manned and operated in compliance with these rules. Port state Control inspections are based on the regulations contained in the Conventions from the IMO and ILO.
